Census distrust and the power of the vote: Political disengagement risks making whānau less visible in the systems

OPINION: For many Māori, voting can feel like a familiar cycle of hope, disappointment and broken promises from a government that feels out of touch. Election campaigns arrive with promises about whānau, whenua, rangatahi, housing, health and opportunity. Politicians ask for our trust. We vote. Governments change. But for many, the realities of everyday life remain remarkably persistent.

It is hardly surprising that some Māori have become disillusioned.

But political disengagement can take many forms. For some Māori, avoiding government systems can be an intentional expression of distrust, a desire to protect whānau information, concerns about surveillance, or a belief that participation in state systems compromises tino rangatiratanga.

Some Māori landowners have long raised concerns about rates, particularly where rating costs are seen as a barrier to the use and development of whenua Māori.

These experiences can create a perception that government systems take more from communities than they return.

It can be explained why some Māori may become reluctant to participate in government processes, including the Census.

But there lies an uncomfortable paradox.

What if disengaging from the system in order to protect ourselves also makes us less visible within the system?

The Māori electoral population used in determining the number of Māori electorates is calculated through a statutory process involving Census and electoral information.

Population data also influences how governments understand community needs and allocate resources.

The answer cannot be, “Māori must participate because the government needs our data.”

What information are we prepared to provide, what protections should exist around it, and what should we expect in return?

Māori can ask for more transparency surrounding how information is collected and used.

We can challenge councils over rates and service provision. We can question government agencies and insist that information about Māori is handled respectfully and used to benefit whānau and communities.

And we can still vote.

Under MMP, every voter has two votes. The party vote helps determine the overall balance of Parliament, while the electorate vote chooses the individual who represents the local electorate. They do not have to go to the same party.

Māori can also choose between the Māori and general rolls. That choice determines which electorate they vote in; it does not determine which party they can support with their party vote.

For 2026, there are seven Māori electorates and future population calculations can influence whether that number changes. Perhaps the challenge is therefore not to participate unquestioningly, but to participate consciously.

Know what information we provide. Know why it is collected. Demand accountability. Understand our electoral system. Then use our political voice deliberately.
