Christopher Luxon’s welfare crackdown is punishing people trapped in a broken system

OPINION: Christopher Luxon can apologise as many times as he likes, but apologies do not put dignity back into a welfare system increasingly defined by punishment.

On August 28, 1News reported that beneficiaries had their payments wrongly suspended after Ministry of Social Development officials became overwhelmed processing mandatory reviews. Luxon previously told Parliament he was confident benefits had not been wrongly stopped because of processing delays. They had.

Days later, Social Development Minister Louise Upston admitted in Parliament that benefits had been wrongly suspended and described the situation as “extremely unsatisfactory”. Even then, the Government could not say how many people had been affected.

A benefit payment can mean rent, electricity, medication and food. When the hostile state switches that money off because its own system cannot process paperwork quickly enough, the person at the bottom carries the consequences.

The contradiction is staggering.

Luxon’s Government has deliberately tightened welfare obligations and expanded sanctions. Its own March 2026 evaluation said nearly 99 percent of clients were fulfilling their obligations, while sanctions had fallen 10.6 percent between the September 2024 and September 2025 quarters.

If almost everyone is complying, why does the political conversation continue to treat beneficiaries as though punishment is the solution?

The wider picture is becoming uglier.

On September 7, 1News revealed MSD had used a code saying food was “not an essential need” when declining food-grant applications more than 8000 times over six years. MSD called the wording an administrative error. The same reporting found more than 318,000 people sought food assistance in 2025, generating more than 1.4 million applications.

This is what dehumanisation looks like in practice.

Human desperation becomes a code, a review, an obligation, a sanction or another file waiting in an overloaded queue. People trapped inside poverty do not need politicians constantly reminding them of their obligations while government failures threaten the income keeping them alive.

Luxon wants accountability from beneficiaries but New Zealanders should demand the same standard from him.

A welfare system should help people escape hardship. It should not make surviving it another punishment.
