New Zealand is quietly moving deeper into the US Pacific Security Network

A secretive New Zealand intelligence and military operation targeting drug trafficking is raising questions the Government has yet to answer.

Operation KIWA has been credited with helping identify a vessel intercepted by French forces on the high seas, leading to the seizure of 4.24 tonnes of cocaine. The interception was a major success. Tonnes of cocaine were stopped before reaching Pacific communities, while cooperation between New Zealand and international agencies played a central role.

Operation KIWA brings together the New Zealand Customs Service, the New Zealand Defence Force and the Government Communications Security Bureau. It combines maritime intelligence, naval capability and Air Force surveillance to track suspected smuggling routes across the Pacific.

Customs has confirmed in a statement New Zealand is working with French authorities and the United States Drug Enforcement Administration.

That partnership raises questions about whether Operation KIWA is part of a shift in New Zealand’s strategic position and the erasure of its independent foreign policy.

The Pacific is becoming an increasingly contested region, with the United States and China competing for diplomatic, military and economic influence.

New Zealand has repeatedly presented itself as an independent Pacific partner, but its defence, intelligence and law enforcement relationships have become more closely connected to Washington and other Western allies.

The Government must explain why a New Zealand-led operation involving military and intelligence assets is being developed alongside the United States Drug Enforcement Administration.

Whether Operation KIWA was designed as an anti-narcotics mission or whether it forms part of a United States-aligned Pacific Security Network, is questionable.

Drug trafficking presents a serious threat to Pacific communities. That threat cannot be used to avoid scrutiny of the strategic relationships being built around the response.

Operations established for law enforcement purposes can also create permanent intelligence networks, military access arrangements and information-sharing systems. Those structures may later be used for wider security or geopolitical objectives.

Why that cooperation appears to be developing through agencies and partnerships closely tied to the United States at a time of growing regional rivalry raises plenty of questions.

The Government should release the operation’s mandate, legal authority, international agreements, intelligence-sharing rules and ministerial oversight arrangements to the public.

New Zealand cannot claim an independent Pacific policy while expanding military and intelligence cooperation with Washington behind closed doors. As tensions rise across the region, the public deserves a direct answer.
