An exclusive look inside the new Dunedin Hospital Outpatient Building

EDITORIAL: As editor of thisquality, I spend plenty of time approving our own reporting on developments from the outside. This visit to the new Dunedin Hospital Outpatient Building was different.

I was invited inside the Outpatient Building and, in a personal capacity, I wanted to take you with me to show you what I saw, what impressed me and what still frustrates me about one of the Great South’s most significant public infrastructure projects.

These are my own observations from walking through the building freely without limitations, asking questions to staff and finally seeing first-hand what has been taking shape behind construction fences for years. It was my opportunity to finally see everything after years of waiting for this moment.

What impressed me most was simply being able to see what has been happening behind the scenes.

The building even had that unmistakable new smell, almost like opening a brand-new package delivered to your door.

After years of following this project, its delays and the political arguments surrounding it, finally walking inside gave me a genuine sense of excitement. If you had seen me in person, you probably would have noticed my eyes widening at almost everything, like a cartoon character taking it all in for the first time.

A hospital designed around people

The technology immediately stands out in this brand new modern build.

Digital kiosks allow patients to check in and navigate appointments, forming part of an $82 million first stage of digital transformation covering digital wayfinding, information displays and supporting infrastructure.

Inside medical imaging, new CT, X-ray and MRI equipment represents a major step forward.

Natural light, open spaces and calmer colours also make the building feel considerably less institutional than the ageing hospital Dunedin has relied on for decades.

The children’s area particularly stood out to me, with child-sized furniture and a large pūkeko mural bringing warmth and a distinctly New Zealand identity into the clinical environment.

Staff also explained to me the Māori cultural elements are incorporated throughout the building. Mana whenua representatives were involved from the concept-design stage, including cultural narratives, significant viewshafts and dedicated mana whenua spaces.

My understanding is that this is about ensuring Māori across Dunedin, Otago and Southland can receive equitable and culturally appropriate healthcare, with whānau involvement considered as part of the environment and delivery of care.

The bill still annoys me

This is where my excitement collides with frustration. Many may agree with me, especially because the public is spending large on this to be finished.

The Outpatient Building alone has cost $440 million, while the Government says the overall new Dunedin Hospital programme has $1.88 billion in approved funding.

That scale of spending annoys me on a personal level, particularly after years of delays, redesigns and political arguments.

When I asked about funding, staff understandably told me they could not become political. They explained that efficiencies should emerge over time through better technology, smarter use of clinical spaces and reduced pressure from maintaining ageing hospital infrastructure.

I can understand that argument.

It still does not mean taxpayers should stop questioning how we reached this point.

Excited, but still asking questions

The Outpatient Building proves Dunedin can have a modern, patient-focused hospital.

The wider project is still unfinished.

Structural steel is rising on the Inpatient Building, with practical completion scheduled for late 2030 and patients expected from 2031.

Walking through the building left me genuinely excited about what healthcare in the Great South could look like.

It also left me frustrated.

As editor of thisquality, I will continue covering the project professionally. As a private citizen walking through it personally, I came away impressed by what has finally been delivered, but very conscious of the years, billions of dollars and political battles it has taken to get this far.

The technology feels like the future.

Otago and Southland are still waiting for the rest of it.
