The Winton donations, Chris Bishop’s advocacy and the Fast-Track trail behind Sunfield

Electoral Commission records show Christopher and Michaela Meehan donated $103,260 to the National Party on August 23 2023.

RNZ has also reported Mr Meehan donated $50,000 to ACT in 2023, while Speargrass Holdings, a company he directed, donated $52,894 to National in 2022.

Those donations, public advocacy for the developer by Chris Bishop, his later involvement in assessing Sunfield for fast-track treatment, and Cabinet Office advice identifying a risk of a perception of bias raise legitimate questions about political access, perceived influence and whether New Zealand’s safeguards were strong enough.

None of that proves a bribe, a quid pro quo or that a political donation secured Sunfield’s approval. What the public record establishes is that Cabinet Office advice identified a risk of a perception of bias, after which responsibility for Sunfield was transferred from Bishop to Simeon Brown.

In 2022, Bishop, then National’s housing spokesperson, publicly criticised the Labour Government and Kāinga Ora over the failure to progress Winton’s Sunfield development in South Auckland.

Bishop argued the project could deliver thousands of homes and questioned why it was not being advanced through existing urban development processes. He later said he was unaware of the Speargrass donation when he made those comments.

After National won the 2023 election, Bishop became Minister for Infrastructure and played a key role in the Government’s fast-track consenting reforms.

Sunfield later became one of the projects selected for the fast-track process.

The Auditor-General’s review of fast-track conflicts recorded that Bishop had already reviewed Winton’s application before his office sought Cabinet Office advice in September 2024.

Cabinet Office identified a risk of a perception of bias.

Responsibility for the project was then transferred to another minister, with instructions that the application be considered again without relying on Bishop’s earlier assessment.

The Auditor-General ultimately found the conflict-management framework was sound, while also saying potential conflicts could have been identified earlier.

Sunfield was later granted fast-track approval by an independent expert panel on March 10 2026, subject to extensive conditions.

The approved development covers 225.1 hectares between Takanini and Papakura, reduced from an original application area of 244.5 hectares, and includes thousands of homes alongside commercial, retirement and community facilities. The planning issues are significant in this case.

Official documents show much of the site remains zoned Mixed Rural, with another portion zoned Future Urban.

The fast-track decision also records significant floodplain constraints affecting the site and surrounding land, while Auckland Council and Healthy Waters raised concerns over stormwater, infrastructure capacity and downstream flood risk. The panel accepted mitigation measures and imposed conditions, but the existence of those risks is clearly documented.

The fast-track approval allows urban development across land that remains predominantly zoned Mixed Rural, with part of the site zoned Future Urban. The decision did not itself formally rezone the land. The official fast-track decision does not substantiate claims that the approval increased the underlying land value from about $113 million to $1.789 billion. Earlier Winton disclosures instead referred to projected gross development value, a different measure from the current value of the land itself.

Some figures circulating online appear to conflate projected development value with the present value of the land itself.

The strongest investigation is not one built on inflated numbers. It is built on what can be proven.

What can be proven is that substantial political donations were made, Bishop publicly advocated for the project before entering Government, his previous involvement was later identified as giving rise to a risk of a perception of bias.

Sunfield subsequently entered the fast-track process and secured approval from an independent panel.

Auckland Council has since appealed that approval to the High Court, with Winton reporting that a hearing is scheduled for September 15 and 16 2026.

The circumstances still raise legitimate public-interest questions. When political money, ministerial decision-making and major development interests converge, the public is entitled to examine every decision, every declaration and every dollar.
